Louisa County High School in 1976 Attended Bridgewater College 1976-1978 University of Richmond- May 1998 -Transportation and Logistics Management-Certificate in Applied Studies Conductor- RF&P Railroad – July 1981- August 1986 Conductor – Amtrak- August 1986 - present SMART Transportation Division District of Columbia Legislative Director- March 2008 - present March 2008 William was elected the First African American State Legislative Director in the 140 years of the United Transportation Union’s history. June 2010. Barrack Obama administration appointed him to serve on the newly created Transportation Rail Advisory Committee for Safety. Two years later he was reappointed to that same committee.
